Roles and Responsibilities of the Parent Facilitator

Under the direction of the school principal, the Parent Facilitator will focus on implementing and supporting comprehensive programs that include parents and community members in supporting public education and that meet and/or exceed the school's Academic and Financial Plan as directed by the goals stated by the Superintendent of Education.

The Parent Facilitator will be involved in collaboratives with school-community partners to provide opportunities for families to support student learning and achievement of the Hawaii Content and Performance Standards. Actions may be directed by, and not limited to the implementation of the appropriate components of:

    • The Board of Education Parent/Family Involvement Policy Guide #2403
    • The Vision of a High School Graduate
    • The DOE Strategic Plan
    • The key principles of Act 51, REACH
    • No Child Left Behind Mandates
    • Individual School Implementation Designs (SID)
    • Individual School Academic and Financial Plans
    • Comprehensive Student Support System (CSSS) Initiatives

Additionally, the Parent Facilitator, with the support from school and community partners, will provide referrals and resources from other organizations to parents and families upon request. Furthermore, the Parent Facilitator will work collaboratively to organize activities for continuous academic and civic growth for school-community members.

Major Duties and Responsibilities

The Parent Facilitator:
  • Builds and sustains strong networks and partnerships among families, schools, and community and to foster a sense of community among them to support student success.
  • Coordinates or conducts learning opportunities and activities for parents, families, and volunteers, which address the Board of Education Parent/Family Involvement Policy #2403.
  • Works as part of a shared-responsibility, cross-functional team at the school to implement, monitor, and improve family involvement, based on the school's academic plan and goals.
  • Monitors and reports the effectiveness of the school's family involvement program through the school's needs assessment (parents, teachers, community), program evaluation data, and school stories.
  • Disseminates resource information to parents, teachers and community family involvement.
  • REgularly meets and consults with the school principal on family involvement needs.
  • Attends state and district Family Support professional development activities

Who is your parent facilitator?

The PCNC Parent Facilitator works under supervision of the principal, is a casual employee who is employed at a maximum of 17 hours per week and is paid at the current part-time temporary teacher (PTT) rate. They maintain a flexible work schedule which may include before and/or after hour work (prior to 7:45 a.m. and/or after 4:30 p.m., Monday-Sunday), as authorized by the school principal, to accommodate PCNC needs and activities.

Recommended Minimum Job Qualifications

  • Knowledge of basic processes for facilitating group meetings; fundamental rules of oral and written communication; basic processes of public education; basic processes of working with partnerships; basic computer skills
  • Ability to work effectively with parents, staff, and community members; to encourage participation and involvement in family involvement efforts as a shared responsibility; communicate effectively with individuals (parents, school staff, and community partners) and groups; resolve conflicts effectively; coordinate meetings, activities, programs
  • High School Graduate
  • Experience working with and organizing parents and/or community programs is highly desired

Desirable Qualifications

The individual will also possess or be able develop the following skills to:

  • Process information, guide existing and new resources (people, programs, training, ideas, contributions) and fulfill the PCNC responsibilities, aligned with the goals of the school's academic plan.
  • Apply the PCNC relationship-building tools to everyday work related situations:
    • Develop a foundation of effective problem-solving and communication techniques that provide opportunities for the development of the PCNC as it works towards meeting or exceeding its goals.
    • Prioritize and complete tasks in a timely manner.
    • Use initiative and make objective decisions that are not based on a personal need.
    • Communicate with and possess the ability to work productively with all school community members and:
      • Be inclusive and non-judgmental           
      • Understand and accept individual cultures, backgrounds and perceptions.
    • Protect the integrity of confidential information.
  • Possess and be able to share basic knowledge of Hawaii State Department of Education procedures, regulations, and policies.
